CHICAGO – Officials Friday gathered at Chicago’s busy junction at Englewood to announce that work will begin later this year on a 2,000-foot flyover. The bridge will carry Metra’s Rock Island District commuter route over the Norfolk Southern main line that is shared with Amtrak trains from Michigan and the East Coast.U.S. Rep. James Oberstar of Minnesota, chairman of the House Transportation and Infrastructure committee; Chicago Mayor Richard Daley; U.S. Sen. Dick Durbin; U.S. Rep. Dan Lipinski of Illinois; and Illinois Gov. Pat Quinn stood in front of the diamond as Amtrak train No. 365 from Port Huron, Mich., formed a moving backdrop for the announcement.
The $133 million project will begin late this year and will be completed by 2012, Lipinski said. He added that the project is the linchpin of the Chicago Region Environmental and Transportation Efficiency program. CREATE is a project to alleviate congestion in Chicago by building new bridges, connections, and better signals at critical junctions.
Amtrak Board Chairman Tom Carper said at the announcement the project will eliminate the single biggest source of train delays for Amtrak in the Midwest. He said that the railroad’s number one driver of customer satisfaction is on-time performance.
The junction sees 78 Metra, 46 freight, and 14 Amtrak trains each week day. The project is expected to employ about 1,500 people and will eliminate about 7,500 hours of delay on the Metra Rock Island district.
TranSystems, the company that built Kansas City’s Argentine and Sheffield flyovers, has been selected to build the flyover.

Can Motor City combat its economic ills by becoming Rail City?
Along Detroit’s Woodward Avenue, a downtown stretch that seems permanently stuck in the “emerging” phase of business development, community leaders are hoping a new light rail system will help spark a renaissance. The city plans to break ground this year on stage one of a $420 million project: the first modern, mass-transit initiative in a city long synonymous with automobiles.
“Transit in Detroit has kind of been a joke,” says Matt Cullen, CEO of M1 Rail, a private consortium heading the development effort. “We’ve been a victim of balkanized politics and other efforts. But now we have a plan in place. We’ll get it done, and we feel it will have a huge impact on this region.”
In most cities, civic cash would pay for major infrastructure projects like a new mass transit system. But in Detroit, which faces a $300 million annual budget deficit, private backers have stepped in to try to kick-start the venture.
Something major happened Wednesday to Detroit, and we all should be standing up applauding this game-changing event.
The first part of the story is the $25 million the U.S. government committed to the M-1/Woodward Avenue Light Rail Project on Feb. 17. The big news is the partnership between public and private money that made this federal grant possible.
The project combines the power of Detroit, the state via the Michigan Department of Transportation and at least four financial superstars (including Roger Penske, Mike Ilitch, Peter Karmanos Jr. and Dan Gilbert) who are doing everything within their power to get Detroit where it needs to be. Bless you, boys.
Say what you will about some of their other financial decisions (re: Kwame), but this light rail thing is a winner.
